MIAMI -- The Inter-American Telecomunications Commission (CITEL), in association with the Organization of American States (OAS), met last week in Miami to study the best ways to bring the Net to Latin America. Participants agreed on the region's greatest challenges: an aging communications infrastructure and persistent, state-controlled telecom markets. "Traditional telecom firms must make a concerted effort to adapt their infrastructure and face the challenges presented by new services, particularly the emergence of IP technology," said Sergio Martinez, a telecommunications consultant for CITEL. In Latin America, those who have Web access generally connect through outdated phone lines, which makes high-bandwidth communications difficult. Sergio Martinez has officially retired from boxing.
